I really recognize the thing where it feels like you're too slow at the beginning. I think that is how the programme is supposed to work, though. For me, making myself slow down enough that I could actually complete intervals was the only way I improved my fitness enough that I could actually keep going for a decent time. And once I could do that I started gradually building up speed (though I'm still pretty slow in the scheme of things.)
